Warum lesen wir hierzulande nicht solche Artikel? Offenbar gibt es Pläne für Afghanistan. Aber so konkret? Die Zeitung Daily Afghanistan berichtet vorgestern in ihrer Ausgabe, dass es angeblich eine Idee für die Afghanistankonferenz geben solle, Mullah Omar, den Taliban-Führer, von der UN-Liste zu streichen, damit ernsthafte Verhandlungen zwischen der afghanischen Regierung und den Gotteskriegern voran gerieben werden könnten. Die Frage dabei ist nur, wer diesen Plan auf die Agenda gesetzt hat. Präsident Hamid Karsai himself oder die internationale Gemeinschaft? Afghanische Publizisten und Regierung scheinen sich uneins zu sein, ob dieser Plan eine gute Idee sein könnte. Hier der Originalartikel:

Considering these assertions, the Afghan government is trying to offer a Taleban reconciliation plan to the conference. The plan’s content is not yet clear. The government wants to convey the message to the media that Taleban negotiation will be pursued seriously at the conference, thus, a comprehensive plan has been prepared.
Finally, Mr Omar [Afghan presidential spokesman] announced that the international community and the Security Council would be urged to remove Taleban leader Mullah Omar’s name from the black list to provide the opportunity for the Taleban negotiation.
Has the plan been proposed by the Afghan government, or have some of the western countries offered the strategy?
The plan the Afghan presidential spokesman is talking about is the copy of the five-article plan offered by the British government about the Taleban reconciliation. Apparently, the Afghan government is trying to use the draft of the host country to negotiate with the Taleban after the London conference. Some time back, the British authorities proposed to the Afghan government to reconcile with some of the Taleban leaders, for this government [British government] believes that political ways should be sought to overcome the Taleban. Britain had also asked the Afghan government to adjust its reconciliation plan with the „Quetta Shura, or council“.The Quetta Council is composed of the main members of the Taleban leading body. Its headquarter are located in Quetta from where all operations are led.Taking into account the importance of Quetta Council, this country [Britain] is trying to persuade the Afghan government to directly contact the council and open the reconciliation door with the Taleban. To take practical steps towards peace, Britain has given the privilege to the Taleban, who join the reconciliation process, to remove their names from the UN „black list“. This includes the ordinary and extremist Taleban and local commanders. [Passage omitted: on British peace document which contains three stages on how to attract the Taleban to the peace process.]This is the latest document on Taleban negotiation offered to Mr Karzai by a foreign government after his election as president.
Considering this document, it seems that the Afghan government has prepared an outlook draft for Taleban negotiation. Under this document, the Afghan government hopes an agreement will be made at the London Conference that the UN Security Council will officiall removes the Taleban leader Mullah Omar’s name from the black list. This will be a practical step taken towards negotiation with the Taleban and a great privilege for the Taleban. If Mullah Omar is forgiven at the London conference, will it provide practical opportunities to negotiate with the Taleban?
Analysts believe that talking to the Taleban is Karzai’s weak point not his power on the political scene. Negotiation is valuable when both sides accept the principles of negotiation, and discuss, considering the need and the privileges. However, the Taleban have repeatedly rejected the principle of negotiation and emphasized continuation of violence, and are resorting to violence every day, so how do we believe such efforts will produce results? Most of the analysts believe that forgiving Mullah Omar at the London Conference is a privilege given to this group. This will further strengthen the Taleban and will double violence in the country.
